Of Worcester, MA at marriage.

He received his earliest education in district schools of Dudley but removed with his parents to Southbridge where he continued his education; afterwards he attended Wilbraham Academy.

When he finished school, he began work at shoemaking and farming. He removed to Worcester in 1863 and worked for the Bay State Shoe and Leather Company on High Street for 5 years, In 1868 he entered the employ of D & C P Stevens, dealers in doors, sash and blinds, as a bookkeeper. In Jan 1872, Franklin was admitted as an actual partner in the firm and was Manager and Bookkepper until 1888, when the senior partner Daniel Stevens died. He then bought out the other interests in the firm and continued under the old name of D & C P Stevens. Under his ownership, the business expanded throughout New England (Head Office: 25 Southbridge Street, Worcester)

Franklin was active in church and public affairs. He was a member of the Church of Unity (Unitarian) and served on the parish committee for many years; on the music committee of the church for several years. He was a REpublican; representative to the General Court from Ward Six in 1875-76-77-78. He was President of the 3d. of Directors of the Worcester Protective Union Grocery Co.; member of the Worcester County Mechanics Association. (Trustee for 3 years). He was a Mason; member of Montacue Lodge from May 25, 1868.
