They lived in Washington, DC. Philip graduated from Yale AB 1889, PhD 1900. He studied law at Yale and at Columbia University, Washington, DC, and was admitted to the bar in 1893. He was librarian and instructor at Yale Law School for several years, and chief law officer for the US Forestry Service, 1907-1910, counsel National Conservation Assoc, 1910-1911, chief law officer US Reclamation Service (Dept of the Interior) 1911-1913.
He has edited a twenty-volume collection of literature for children, known as "Young Folk's Library", pub by Collier's of NY; edited E J Payne's "History of European Colonies"; translated from the French and edited Alfred Debeales "History of South America"; these latter volumes being in a series known as the "History of Nations". He has also contributed to magazines, encyclopedias, etc., articles on history, law, conservation of natural resources, and bibliography.
